New Ninebot ES2 Dashboard Won't Connect

Hi I got a new Ninebot es2 dashboard, and plugged in all the correct wires, but everytime when I try connecting I hear a beep from the new dash and the bluetooth light stops blinking (stays on) but the phone says failed to connect and it turns off. What is wrong?
