I tried doing the custom firmware 1.5.1 with 34km/h max and Motor Power 49000, but I don't see any difference. Let me know if you find a solution...
Yes, you can flash your scooter with android phone via the ESDOWNG app on Google Play. Install, connect with your scooter via bluetooth, go via your Android phone browser to the nineboot.scooterhacking.org website, download your custom firmware zip, and then Load the ZIP in the ESDOWNG app (dont unzip the zip). However, this app does not allow you to change the serial number though... For this, you'll really need Ninebot Flasher on Windows... I also don't have a Windows computer, so I installed Windows 10 Home on my Mac via the Apple program Boot Camp (it's standard installed on your latest Mac). Windows 10 Home is free to download and does not require an activation.

Note that Ninebot Flasher currently does not support the 1.5 and 1.5.1 firmware, so if you create custom firmware on the scooterhacking.org page, you can only load it via the Android app ESDOWNG.

PS: I see that you put your Motor Power to 45000... I've read that this is already quite risky and it can burn your board, so watch out! I would start with 49000 and then see...
