I set the value below to 40km/h but I can only pull MAX 34 km/h, I was wondering if I missed a step or something?

Do you see in the tiny small text where it says "with normal battery Voltage, the scoot will only go 34kmh"

So that long 40kmh black bar is a bit misleading but with your standard battery, the fastest you should be able to get on a very level road, is 32km. Consider yourself lucky ;)
