ES_downg / ninebot flasher problem

I was reading tutorial - How to Flash your Ninebot Scooter - viewtopic.php?f=6&t=15
It shows:
(Before doing this whole procedure, try and see if you are one of the lucky few who got an already Bluetooth enabled dashboard. Go right ahead to the step where you download the ESDownG app and test if you can connect. If yes, then just generate your Custom Firmware and flash it with the app, if not, well, good reading and happy disassembly!)
I gave it a try and ES_downg connects to scooter. I am able to hit check ver and batt_info and it displays the data.
I thought awesome I'll generate some firmware quick using https://ninebot.scooterhacking.org/
I downloaded the zip to phone and proceeded to open file and flash.
This is where the problem begins - it stops at 83% everytime and does not complete. Begins to say "Sent retry" over and over until it times out.
Thinking it was a fluke I popped over to ninebot flasher and the same thing occurs when flashing DRV133_w_regs.bin.enc but the timeout occurs at 97%.
Do I need to hook the dashboard up to PC in order to flash at this point or am I doing something wrong?
