New dashboard on esx does not work

I bought New Ninebot 14.05.0055.00 KickScooter Bluetooth Dashboard Assembly For ES1-ES4 on ebay. Put it in my scooter and it behaves like the old one (no lights on the display). The buttons work but there is no display. No bluetooth. I have another display I tried in the scooter and it works. Anyone experience this or have ways to troubleshoot it? Anything is possible, but the same behavior as my old dashboard is very coincidental.
